I was hoping for experienced PbtA folks so character creation could happen at the table, but I think pre-gens would be wise.
Daniel Jensen even for experienced players character creation takes a bunch of time because it is “who is everyone?” (which could be quick) and more importantly “how do they fit together?” The discussions around the second question means it will take more than the 10 minutes you are probably thinking for character generation.
Pregens are necessary in a 2.5 hour space. Just have everyone do When The Team Came Together and then have a bad guy attack based on their answers

The plus side of masks is that there are actual descriptions and default tires for the character pictures on each sheet. They’re available for kickstarter backers as a con adventure, and even give you villains everyone is dealing with. Dump the doomed and give every1 two starting XP.
Why dump the Doomed? I’m all about it, but just curious…
I’d say dump the Doomed because it REALLY needs a longer series to show off it’s signature. The fact that the timer ticks down on the doom is lost in a one off never touch the character again game.
As an alternative, consider altering the Doom track to make it more immediate. Give the Doom some marks to start with, and cross out a couple of Doom signs. So that if they manage to rack up twelve Doom in the one shot, the Doom comes. Helps bring the themes of that playbook via urgency.
I’d start in the middle of a conflict, take a full page spread from a comic, pre-gen the heroes and their opponents and go from there.
