One of the tool up surplus options is to add a quality level to a group of followers. Could a player add a quality level to a group of Quality 0, creating a new group of temporary followers for a scene? Or is it reserved only for existing followers?

  1. That’s correct! That generally represents you hiring some temporary help, or buying a limited quantity of gear to make family members particularly useful.

  2. James Iles as a follow up. Do players have to fictionally justify how they got an upgrade? Or do they just get it for owning any old surplus?

  3. Antimatter It has to be a benefit relevant to the Surplus. I wouldn’t want players to play out in exacting detail how they use Surplus: Spies to get hidden weapons, but it’s important that there’s a sensible causal link.

  4. I had this issue come up and allowed the player to “upgrade” from not having followers. (Yay, correct ruling.) The follow up question was that the player wanted to take that option twice and had two appropriate Surplusses. I said yes to that as well, but since this thread exists, is there any reason that the Tool Up options can only be taken once each?

  5. Nope, I’m pretty sure they’re intended to be picked multiple times if the player desires. Currently doing final book checks before sending the file to the printers, so will make sure both of these issues are clarified there.
