In my experience, just basic supplies – too much trouble for a Quick Character. But if it makes sense in the Fiction, go ahead and Tool them Up!
Only main characters trigger Tool Up, but Quick Characters can still get cool stuff if the family picks ‘get as many copies as needed to outfit the whole party’.

They get all the stuff their Family assets provide, just not the bonuses from surpluses.
