How does the Seeker Tool Up move work? Do they get to decide what the Device does, effectively creating one? How does the defenses part of that move work?

Assuming you mean the Seeker, the player can describe the Device’s appearance if they like, but otherwise it functions exactly like normal for a Device as described in Unleash Power – the GM gives them a few clues about what it can do, and the player finds out more when they actually use it.
As for the defences – based on the player’s description, they’re extra threats to add to the world or a means to advance an existing one. Or maybe they’re just harmless background colour, based on the GM’s reading of the situation.
