OVA Revised supports magical girls but is not optimized for them.
You may be able to find a copy of the Guardians of Order “Sailor Moon” rpg…which is sort of BESM 1.x…
I do have BESM 2.0 and Sailor Moon RPG. And also saw Domina Magica, but I was thinking about something AWE at first.

My first thought was Feng Shui 2. I remember listening to a podcast where one of the players played a magical girl (One Shot Podcast I think). Not PtbA, but still a system that’s heavy on the freeform side of things.

Henry de Veuve I’ve thought about Masks, but I was unsure it could work. Maybe I’ll ask there as well.
Marcelo Paschoalin It should work pretty well, but you’d need to keep an eye on the playbooks being used (Transformed would not work at all, f’r example).
And now I can’t quite get the notion of Sailor Moon as the Legacy out of my noggin.
