Relation of the Soldier’s “Recruiter” and “Declare a Contact”
Hey guys! I’m curious how your group handles the Soldier’s “Recruiter” move. Do you treat it like the Soldier can essentially recruit infinite numbers of ‘specialists’ per mission (limited by credits and common sense, of course). OR is he limited to contacts that have been declared?

We’ve used it as infinite specialists. However, I could see reading it differently because it’s essentially replacing hit the street. Not declare a contact. It is slightly more favorable to the player on 7-9.
