  1. Is it the sort of thing within the characters’ capabilities? Then let them. Maybe it takes some time, maybe it needs something special, maybe it causes some problems (like that outpost: there may be neighbours, who might be offended). Or its just a big fat target for the future. But let them, and see what happens.

  2. If you want an Outpost, you need Land and probably Trade Goods or something, and Scouts to staff it.

    If you have those as Surpluses, great, outpost made, probably. Maybe it’s appropriate to trigger Right Tool for the Job and expend a Surplus to make t happen — no longer have a surplus of Scouts, the extra are all spoken for now, etc.

    If you have those resources as Needs, I could see needing to secure all of them — cue adventures, some trade or espionage, and family moves, probably.

    If those resources are neither Surpluses nor Needs, maybe making the Outpost will create some Needs, plus the family needs to hold together to get it done right?
