In the Fit in move do your character have to face the complication triggered from a 7-9 result with the condition penalties? My guess is that indeed he/she has to apply the condition penalties as long as the EIC triggers the complication during the “healing” scene. Is that right?

Most likely, yes. But it depends on the fiction. So if the part about the healing having taken place has already happened, then it’s totally fine to take off the penalties and then deal with the Condition. The idea is that there’s something they have to deal with in order to get rid of the Condition though, so the penalty would apply in that case.
