Newbie question… Are player characters assumed to have personal communicators for talking with each other or do they need to purchase a Kit, like the Broadcast Kit, in order to have a personal communicator?

I’d say no, they don’t need a kit. Those tend to be for specialized roles. So, sure, there would be personal comms, the details of which should suit the fiction. And yes, ask your players. 🙂
Personal communicators will be easy and ubiquitous like our cellphones…but these depend on some encompassing network. What if you’re in the bush, in an unexplored planet? Then you might need dedicated communicators.
