Intuitively this is what recruits are for, but I could find anything in the book that references it.

I understand I could Just follow the fiction, but I feel like there should be a cost but the surpluses don’t seem to me to correlate to training. Maybe surplus progress could fit.

  1. First off, remember that you can use Surplus: Recruits during Tool Up to boost the Quality of an existing group of Followers. To get a new group (permanently) you could get enough surpluses to get your mood above 3 and trigger Flush With Resources, unlocking a new gear slot, or more simply with fiction justification just swap one of your existing gear slots for followers with the expertise you want.

If you instead want to convert Surplus: Recruits into eg Surplus: Scouts, they question is how you’re training them. A training program with Surplus: Progress could work (I’d say it takes an in-game month, if you still have Progress by the end the training works) – or if you’re doing the boot camp drill sergeant thing, breaking them down to build them back up, Hold Together might cover it.

  2. Spot on response! Thank you James Iles . I could see leadership also helping with the drill sergeant thing. In theory leadership involves knowing how to do the job and the will to see it done which sounds right for scouts. Engineering might be Progress.
