It’s a narrative trigger, so it relies on discussion between the player and the MC. My suggestion is to err on the side of the player if there is doubt.
i would also add that the GM, as a fan of the characters should set stuff up so that some of these more narrative, fun moves can trigger. you can separate the Beacon from the rest of the group, create more ‘fire’ for them to come under, and (if needed) coach them a little bit and remind them that this is the perfect opportunity to Directly Engage, as a different stat roll is the end result of narrative. I agree with Jason, when in doubt, give it to the player.
It’s pretty much up to y’all like they said. Good moments are when the player is engaging not on even ground, stuff going wrong around them, multiple threats, especially dire situations
