  1. Sure, it could play that.  I think the great thing about WiP is that there really isn’t a power level in mind.  Even the example character in the character creation section is essentially Arrow, which is certainly around the same level of power in Daredevil.  

  2. It handles low power characters very well, as well as having mixed power levels in one group. In our current game one player is basically Superman level in power while I am playing a more low power pulp hero very similar to The Phantom.

  3. So keep in mind that for villains you don’t need to care about giving them a Powers Profile – you just give them moves and you use those moves as needed when the heroes fight them or you show action off-screen, etc.

    If I were to give Kingpin a Powers Profile though, he’s mostly about being amazingly strong and durable, so I’d work within that frame. For Borderline I’d probably do something like “Crush a man’s skull with bare hands” and for Possible I’d do something like “Destroy even a superhuman in my vice-like bear hug”. 

    But like I said, for villains you’ve got it easy! Just write a list of some cool stuff to remind yourself what they can do when the players come off a 6- or you need to make a move. I’d put the two listed above in the list for sure, the deadly bear-hug I’d probably foreshadow with a soft move first as it’ll move a Critical Condition if they get caught in it. Other stuff, like sumo wrestling stuff, ripping apart concrete, all that good stuff.
